A Message from Assemblywoman Hancock
about the State Budget
It was very difficult to vote on the State Budget 2008-09 proposals that did not reflect my interest in fully funding K-12 education, health care for children and families, and other basic needs of the people of California. However, given the hurt and pain in the community by not having a new budget in place for child care and health care workers, community fire and police services, and college students desperately in need of their Cal Grants, I reluctantly supported the budget and a number of the trailer bills which enable implementation of the budget provisions.
The passage of this budget, with no permanent revenue increases, by no means solves California’s fiscal crisis and we will face the affects of our underlining structural deficit when we return to session later this year. However, until we have real budget reform that lowers the vote threshold required to pass a budget in California, we will continue to have problems passing an on-time and responsible budget. The annual budget gridlock is directly linked to an arcane rule, dating back to 1933, that requires a two-thirds vote by the legislature to send the Governor a budget. For more, click here
Protecting California From Oil Spills
(Sacramento) - San Francisco Bay Area Assembly Democrats have a package of legislation moving through the capitol designed to reduce the chances of oil spills, improve the response if there is an oil spill and restore the damage to the environment caused by any oil spills. The package of nine bills also has the support of lawmakers from Southern California coastal areas and inland areas because oil spills are not just a San Francisco Bay Area problem. Here’s more on the Assembly Democrat’s Oil Spill Prevention, Response and Restoration package in this Assembly Web Report.
